Special Meeting

Minutes of the REGULAR MONTHLY MEETING of the BOARD OF DIRECTORS in the CRTV Board Room, 500 Robron Rd., Campbell River, BC.

PRESENT: J. Kerr, L. Marshal, K. Croft, B. Henshall, R. Kerr and S. Sinnott.

ALSO PRESENT: Jim Forsyth (General Manager) and Travis Renney (CRTV Member)

Call to Order at 7:05 pm

Moved by S. Sinnott, seconded by K. Croft:
THAT Travis Renney be appointed by the Board of Directors of CRTV as a Director for a one (1) year term.
CARRIED

It was decided by the Board that B. Henshall’s term as a Director be extended to three years.

Discussion ensued in regard to Shaw Cable’s disconnection of cable services supplied through the Saltspring Microwave Association System (SMA) and Satellite Services supplied by Cancom (Shaw Cable).

The Manager reported that:

  • Cable services where disconnected on the afternoon of the 22 November 2005 at approximately 4:00 pm. A list of the services affected by Shaws decision are attached to these minutes.
  • Shaws complaint is that Cable customers in Campbell River are purchasing Digital Cable boxes in the Comox Valley and down Island from the big box stores inclusive of The Source, A&B Sound and Future Shop.
  • CRTV was successful in accessing alternate signal feeds for Channels 2 (CBUT), 6 (CHTV) and 13 (City TV) off air on the morning of the 23 November 05.
  • Legal action was taken against Shaw Cable and CRTV was successful in receiving a Court Injunction on the morning of the 24 November 05 against Shaw.
  • An alternate satellite program supplier agreed to supply Channels 5 (KING), 7(KIRO), 9 (KCTS), 13 (City TV), 14 (KCPQ), 29 (A-Channel) and 37 (CTV-BC). All these services were fully operational on the afternoon of the 24 November 05.

Moved by B. Henshall, seconded by R. Kerr:
THAT the Manager, through legal counsel, proceed with written complaints to the CRTC and the Competition Bureau against Shaw Cable.
CARRIED Unanimously.

Moved by B. Henshall, seconded by L. Marshal:
THAT CRTV seek a resolution to the problem with Shaw Cable that was precipitated around digital box sales.
CARRIED Unanimously

Moved by B. Henshall, seconded by S. Sinnott:
That CRTV seek a way to remove our dependency on Shaw Cable services as a signal supplier.
CARRIED Unanimously

The Manager was instructed to come back to the Board with his proposals as quickly as possible.

Moved by S. Sinnott, seconded by L. Marshal:
THAT the Board expresses their regret for the loss of cable services that our members experienced and that we will do what we can to make it up to our members and do what we can to keep it from happening again.
CARRIED Unanimously

Moved by K. Croft, seconded by B. Henshall:
THAT the Board expresses gratitude and appreciation to the General Manager and CRTV Staff for their speed in dealing with the problem, their professionalism, their competency and grace under fire.
Carried Unanimously.

THAT the meeting be adjourned at 8:58 p.m.
